A custom pocket knife RFQ supports direct quote comparison only when every supplier prices the same configuration, artwork scope, tolerance schedule, approval gates, packaging, and delivery boundary. A product name and order quantity alone do not define comparable scope.

Require suppliers to classify each scope line as **included**, **alternative**, **excluded**, or **pending clarification**. Treat an unanswered field as unresolved, not included.
Lock the Base Configuration Before Pricing Customization

Attach an annotated placement drawing. Terms such as “centered,” “standard size,” and “match sample” remain incomplete unless the RFQ identifies the controlling reference and permitted variation.
Ask suppliers to price applicable artwork costs separately, including:
- Artwork preparation or file correction
- Setup or programming
- Screens, plates, or fixtures
- Color matching
- Digital proofs or decorated samples
- Recurring per-unit decoration
- Packaging prepress and print setup

Separate dimensional, functional, and cosmetic requirements.
For functional checks, define the knife state, handling condition, direction of applied force when relevant, inspection stage, and pass-or-fail criterion. For cosmetic checks, define the controlling appearance reference, viewing conditions, defect criteria, and disposition rule.
Do not use sample approval as a substitute for written limits unless the RFQ identifies which characteristics the approved sample controls. Resolve conflicts between a sample, drawing, artwork file, and written specification before production release.

The commercial response should also state:

Require the quote to state whether a rejected or revised sample creates an additional charge. If an approved change alters the specification, request either a revised quotation or written confirmation that the price and timing remain unchanged.
Normalize Quotes Before Ranking Prices
Review supplier responses in this order:
1. Confirm that every required RFQ field has a response. 2. Separate conforming scope from deviations and alternatives. 3.
