Using only those example inputs, net available capacity is 180 station-hours for the hypothetical cell during the stated 30-calendar-day window, as of the bidder response date, calculated as 1,000 - 700 - 80 - 40. RFQ load is 280 station-hours for the same cell, lot, window, and as-of date, calculated as 2,000 x 0.14.
