A supplier should remain on hold when its response leaves dimensions, materials, abrasive identity, subcontracting, packaging, or inspection responsibility undefined. Buyer assumptions should not be used to complete missing supplier declarations.
RFQ Fields That Make Supplier Quotes Comparable
Use a common response sheet for every candidate. Each field should contain the requested declaration, a referenced supporting document, or an explicit exception. This prevents a price comparison from masking differences in clamp assemblies, guide mechanisms, abrasive sets, bases, accessories, or packaging.

Do not create a tolerance merely because a catalog value appears precise. When the buyer has not established a requirement, ask the supplier to propose the nominal value, tolerance, unit, datum, inspection tool, and method for the quoted configuration. The buyer can then accept, reject, or revise the proposal before sampling.
Configuration-Controlled Sample Request
Request the quoted configuration rather than a visually similar catalog sample. The shipment record should identify the supplier revision, buyer reference, component and accessory lists, abrasive identifiers, packaging arrangement, and all known deviations.
The sample inspection sheet should record, for every controlled feature:
- Source requirement and document revision.
- Feature and measurement datum or reference point.
- Approved nominal value and tolerance, where applicable.
- Actual result and unit.
- Inspection tool, instrument resolution, and method.
- Inspection date and inspector identification.
- Finding, disposition, and supporting photograph or record reference.

Sample Quality Inspection
Identity and kit contents
Match the delivered base, clamp, guide assembly, pivots, abrasive holders, abrasive pieces, accessories, fasteners, inserts, and carton to the quoted component and pack-out lists. Photograph the assembled unit and separated kit in a way that preserves the sample reference.
Dimensions and interfaces
Measure only against the agreed dimension schedule and method. Record the base footprint, clamp geometry, guide travel, holder interface, and other buyer-designated features without changing the datum or tool between supplier comparisons unless the method is formally revised.
Adjustment behavior
Check buyer-selected settings using the declared reference method. Record the setup, observed result, repeat-setting behavior, free play, interference, and unintended movement. Do not convert an observation into a performance claim unless the buyer and supplier have agreed on a test method and acceptance rule.
Clamp retention and contact
Use buyer-approved representative blades or coupons. Record jaw engagement, slippage, visible contact marks, interference, and setup difficulty. Keep the workpiece reference and procedure with the inspection record so later production checks can use the same basis.
Guide, pivot, and abrasive fit
Inspect movement, alignment, holder fit, attachment condition, abrasive identity, visible damage, loose hardware, burrs, sharp exposed edges, and inconsistent assembly. Record observations separately from pass-or-fail decisions; disposition each finding against an agreed requirement.
Packaging inspection
Confirm kit completeness, insert fit, accessory separation, internal movement, contact between parts, and protection of finished or blade-contact surfaces. A sample that passes fixture inspection can still require pack-out correction before it becomes the order reference.
Finish the review with a written disposition: approved for the documented revision, conditionally approved with defined corrections, or rejected. A substitute abrasive, changed clamp pad, revised guide component, altered finish, different insert, or new inspection method creates a revision that requires buyer review.
Production Quality Inspection and Shipment Release
Sample approval establishes a configuration reference; it does not release later shipments automatically. The production inspection plan should identify the applicable revision, lot basis, inspection quantity, acceptance rule, responsible party, retained record, and failed-check disposition. These controls belong in the quote and purchase order.

The release packet should connect the shipped lot to the approved product revision, current component list, accepted deviations, inspection results, and pack-out evidence. Hold the shipment when that traceability is missing or contradictory.
Purchase-Order Controls
State that production applies only to the buyer-approved configuration and pack-out. Require written approval before changes to buyer-controlled materials, abrasive source, clamp-contact parts, guide parts, finish, packaging, production location, subcontracted work, or inspection method.
Define the pre-shipment records, submission timing, review responsibility, and hold-and-release process in the purchase order. The release decision should be based on the shipment under review, not on catalog wording or an earlier sample alone.
